The state of the institutional reform of the intellectual property system in Ukraine and the current challenges for the field of IP were discussed at the meeting by the heads of UANIPIO and UIPI with representatives of the U.S. Embassy in Ukraine.
"The newly created IP office is a logical step on the path of institutional reform in the IP sphere, which began back in 2016. We not only preserve but also strengthen the examiners’ corps and will make maximum efforts to improve its qualifications in order to improve the quality of legal protection of intellectual property objects. We take these steps, understanding the need to preserve the ISA status for UANIPIO and the movement of Ukraine as a candidate for EU membership. The IP office will build its activities on the basis of professionalism and transparency. It is fully open to cooperation with all stakeholders in the field. We emphasize zero tolerance for corruption, covert or overt. Our task is to make the service as high-quality as possible, and the field of IP as modern, transparent and innovative as possible," Olena Orliuk, the head of the State Organization "Ukrainian National Office for Intellectual Property and Innovations" (UANIPIO), emphasized during the meeting.
Proper implementation of the Decision of the WIPO General Assembly is essential for the national IP system, so representatives of the Ukrainian IP Office thanked the American side for their remarkable support in adopting this decision:
"For the national sphere of intellectual property in Ukraine, cooperation with WIPO is extremely important, including in terms of preserving the status of the International Searching Authority and the International Preliminary Examining Authority. We are interested in prospective areas of cooperation between UANIPIO and the USPTO. It is also important for Ukraine to properly implement the Decision of the WIPO General Assembly А/63/8 of 20.07.2022 "Assistance and Support for Ukraine's Innovation and Creativity Sector and Intellectual Property System," - stressed Bohdan Paduchak, advisor to the head of UANIPIO.
During the communication, the parties also discussed the directions of legislative changes in the field of IP and further steps in their implementation.
"Now we are doing everything to make the transformation processes happen as quickly as possible. During the last period, important legislative changes took place, which required some time to start the full functioning of the system of state protection of IP in Ukraine. The consequences of massive missile attacks on the critical infrastructure of our country have already slowed down the work of the industry, so now we are making every effort to restore the full functioning of the entire IP sphere as soon as possible," emphasized Serhii Marchenkov, head of the State Enterprise "Ukrainian Intellectual Property Institute" (UIPI).

The participants were Dorian Mazurkevich, Intellectual Property Attaché at the U.S. Embassy in Ukraine, who also represents the United States Patent and Trademark Office (USPTO); Olena Orliuk, the head of the State Organization "Ukrainian National Office for Intellectual Property and Innovations"; Bohdan Paduchak, adviser to the head of UANIPIO and Serhii Marchenkov, head of the State Enterprise "Ukrainian Intellectual Property Institute."
