On March 19, 2015, the experts of the state system of intellectual property rights legal protection of Ukraine held a working meeting at the State Enterprise “Ukrainian Industrial Property Institute” with the representatives of the Embassy of the United States of America to Ukraine, in particular Mr. Lawrence Pixa, Economic Officer, as well as with Mr. Donald Townsend, Regional Intellectual Property Rights Attache, Mr. David Gappa, IPLEC Coordinator.
On March 19, 2015, the experts of the state system of intellectual property rights legal protection of Ukraine held a working meeting at the State Enterprise “Ukrainian Industrial Property Institute” with the representatives of the Embassy of the United States of America to Ukraine, in particular Mr. Lawrence Pixa, Economic Officer, as well as with Mr. Donald Townsend, Regional Intellectual Property Rights Attache, Mr. David Gappa, IPLEC Coordinator.
During his welcome speech Donald Townsend informed the participants that the working group on cooperation with Ukraine was created under the U.S. Department of Commerce, the aim of which is an improvement of investment climate in our country.
Mr. Townsend informed that the United States of America understand the importance of strengthening of the economy of Ukraine, especially in view of latest events in the country. From their side they may provide Ukraine with comprehensive assistance with regard to these issues. In is clear that the relevant level of legal protection and enforcement of intellectual property is of utter importance for the American companies. That is why they should have relevant guarantees while informing their companies about advantages of economic cooperation with Ukraine.
During the meeting the actual issues on so called patent communication between the Ministry of Health Protection of Ukraine and the State Intellectual Property Service of Ukraine were discussed. It is necessary in the course of registration of pharmaceuticals in the Ministry of Health Protection of Ukraine in order to prevent marketing in Ukraine of those pharmaceuticals that infringe intellectual property rights.
Moreover, the experts discussed the possible directions of bilateral cooperation in the sphere of intellectual property. In particular, the parties agreed to conduct a number of specialized trainings for examiners of the Ukrainian Industrial Property Institute. The American experts confirmed their readiness to provide the Ukrainian examining body with any assistance in order to share international experience in this sphere.
At the end of the meeting Ms. Natalya Petrova, the Deputy Director on Examination Issues of the Ukrainian Industrial Property Institute, called the attention to advantages of patenting in Ukraine, in particular for the American applicants as well.
Natalya Petrova noted that it is comparatively not very expensive to obtain a title of protection in our country, although the quality of the Ukrainian patent is very high that was acknowledged by the European and American experts. The SIPS obtained the status of International Searching Authority and, despite unfavorable conditions, the number of applications filed according to Patent Cooperation Treaty (PCT) did not decreased.
